§  Reasoning of record

Linux, symbolised by Tux the emperor penguin, is the operating system of the cloud. The same datacentres it runs on emit the carbon that drives Antarctic ice-shelf loss; that loss, in turn, collapses the sea-ice platform on which emperor penguins breed. In 2026 the IUCN reclassified the emperor penguin as Endangered on precisely this basis. The loop is mechanical and documented.

The base rate (Cloud / AI Compute, 2.0%) records the sector externality; the namesake surcharge (+0.5%) records the taking of the penguin’s image onto the stack that is, in the course of its operation, extinguishing the bird.
